The Owners - Mark and Denise Hartley started
this company together in the Spring of 1994 as a test of their 18 year marriage. Sure,
anyone can stay married through kids and pets but, what about running a business together?
Always resilient here are some of "what makes it work" that was brought to the
table:
Denise's background
includes working at a small hospital, a small, but very successful real estate company, a
small trust department in a small bank, and then running a small money order company.
Denise is very familiar with Small Business and managing people/dollars in a small
business environment.
Although focused on
business management and growth, Denise has been extensively trained in ISO 9000 (try to
escape that in this office!) including the rigorous Registered Lead Auditor Course. She
has served as an auditor on a number of audit teams.
Denise's favorite

Mark's background includes a medium sized electrical
warehouse, a small (now large and highly-touted) Marlow Industries, who later won the
prestigous Malcolm Baldrige Award. (Mark thinks they won the award because he graciously
worked there many years BEFORE. Well, maybe.) Then Mark worked for AT&T, which also
won the Malcolm Baldrige Award. Ok,
so there is a trend. But he left all that
security to form his own company! We haven't applied for the Malcolm Baldrige yet! See

John - Over 34 years
experience as QA Manager and Flight Training Systems, government contracting, contractor
logistics support, business manage in public schools, and Marine pilot. He has performed
numerous ISO 9000 audits and provided consulting in the aerospace industry. He is trained
as ISO 9000 Registered Lead Auditor and has experience auditing and training a FAR 145
certified Repair Station in developing ISO 9000 quality system. Has extensive familiarity
with AAR-OKC, Hughes, Raytheon, and Tinker Air Force Base.
John was a Marine pilot flying F-4, RF-4, EA-6, and F-8
Aircraft for 19 years, and a Navy Aviation Electrician for two additional years. With
Hughes Training Incorporated, John was responsible for the overall quality program for
E-3/E-6 Flight Crew Training Systems (FCTS) Program, ensuring aircraft maintenance quality
of suppliers, and developing program-specific quality policies and procedures for aircraft
and trainer maintenance, instruction, courseware, and engineering. As Contractor Logistics
Support Manager, he evaluated maintenance support requirements, developed training plans,
assisted in deployment of F-117 and B-2 Aircrew Training Devices, and hired employees.
John managed courseware development, built training programs for Instructor Pilots,
created CBT lessons, and provided instructors for F-117 Pilot Training Systems.
Marcio - Fluent in English, Portuguese, Spanish, and German, Marcio has a
Bachelor of Science degree in Metallurgy. He is an IRCA Registered Auditor, AIAG
accredited QS-9000 Lead Auditor, ASQ Certified Quality Engineer and ASQ Certified
Reliability Engineer.
Marcio has 13 years experience in the Nuclear industry and
10 years in the Petrochemical industry in Brazil. Now living in the United States, he
provides ISO 9000 training and consulting, and continues to perform registration audits
for TUV Brazil and for NSF - International Strategic Registrations (U.S.). He has
performed many second and third party audits.
Marcio authored one of the early books about ISO 9000
registration in Brazil. He has provided quality systems and ISO 9000 training for 10
years. He is a Senior Member of the American Society for Quality (ASQ), and a member or
the Brazilian Society for Quality Control (ABCQ). His Quality Assurance experience
includes being selected participate in a two month , intensive quality program sponsored
by the Brazilian government in 1975 as a means to jump-start the quality initiative for
Brazilian industry.
He has two years experience with Ford Motor Company and
three years in the Aerospace industry as an R&D Engineer.
Linda - Provides
quality management and business system consulting, training and auditing services for ISO
9000, QS-9000, TE9000, AS9000, D1-9000A, ISO 14000, APQP, FMEA, PPAP, Control Plans, MSA,
QSA and many other related activities. She is bilingual in English and Spanish. She
provided approximately 7 ISO 9000 Courses tailored to TAFB's repair and overhaul of
engines and aircrafts. Consultant to NASA's Ames Research Center's successful ISO
registration. Extensive ISO Consulting and Auditing experience as well as Registration
auditing.
Linda has over twenty years accumulative experience in
quality management, electro/mechanical design, fabrication, DoD, NASA, & FAA quality
programs and quality processes. She is an IRCA-IQA Certificated Quality Systems Lead
Auditor, RAB Certified Lead Auditor, AIAG Certified QS-9000 Lead Auditor, ASQ Certified
Quality Manager, ASQ Certified Quality Auditor, AIDT Certified ISO 9000 Internal auditor
Instructor, and has performed as a registrar Lead Auditor performing RAB certification
pre-assessment and certification/registration audits. Linda is a proven consultant,
auditor, instructor, speaker and published author and past ASQ National Membership
Committee Chair.
Linda has worked for multiple contractors in the aerospace
industry responsible for performing consulting and training for quality systems
development for national and international companies seeking registration to QS-9000, ISO
9001/9002 quality systems, DoD and NASA quality programs.
She has several publications to her credit including
"Introduction to AS9000 Handbook", "The ISO Auditing Consortium",
"Total Quality Management in the U.S. Home". She has presented at the ASQC 4th
Annual Quality Auditing Division Conference, ASQC 46th Annual Quality Congress, as well as
to Civic, Business and Government groups.
Michael - Formerly
worked several years for Litton Aircraft On Ground (AOG) repair facility (FAR 145
certified IPManual) and later for various Aerospace OEM's. Extensive ISO 9000 consulting
experience in Aerospace.
Mark - Head
Honcho and Senior Consultant of THE HARTLEY GROUP- PERFORMANCE PARADIGMS, INC. Bilingual
in English and Spanish, he has audited, trained, and consulted with companies throughout
the U.S., Mexico, Europe, and South America.
Mark has over 21 years experience in quality management.

Mark has performed audits for several ISO registrars -
National Quality Assurance (British UKAS, Dutch RvA, & US RAB), NSF - International
Strategic Registrations (RvA & RAB), Electronic Industries Quality Registry (RvA), and
AT&T Quality Registrar (RAB).
Prior to forming THE HARTLEY GROUP in March, 1994, Mark
completed a 17-year career with AT&T (now Lucent Technologies). He provided ISO 9000
services to external customers (consulting, training, and ISO 9000 audits), managed
quality programs at over 100 suppliers, and performed in-plant Quality Assurance and
process-engineering functions for AT&T.
Also perform audits for NQA, USA "The Aerospace
Registrar" and trained in NQA's guidance documents for evaluation of FAR 145 Repair
Stations and aerospace OEM's. Hartley was Consultant to Chromalloy, an FAA-certified
Repair Station to TAFB, foreign governments, and commercial aviation industry. Chromalloy
has developed an ISO compliant system (with Hartley Group's help) built around its FAA
Inspection Procedures Manual. He has also provided very tailored training (14 classes X 25
students) to TAFB Engine and Aircraft Repair Center.
Trained in ISO 9000 versus FAA Regulations by Michael
Dreikorn (author of Aviation
Industry Quality Systems, ISO 9000 and the Federal Aviation Regulations , ASQC
Quality Press, 1995), he has read the book and its ISO application to FAR 145 facilities.
Fred - Has been
consulting in ISO 9000 (et al) since 1992. He completed a 35 year career with AT&T
(Lucent Technologies), managing AT&T's diverse supplier base, performing audits for
AT&T's Quality Registrar, and providing ISO 9000 audits for commercial customers in
many different industries. Fred is fluent in both English and Spanish.
He has audited, trained, and consulted companies throughout
the U.S., Mexico, Argentina, Brazil, Venezuela, Great Britain, and Belgium. Fred is an
IRCA Registered Lead Auditor, AIAG QS-9000 Auditor, and Lead Instructor for an accredited
ISO 9000 Lead Auditor Course. His manufacturing experience is extensive and includes many,
many industries. Fred has also successfully prepared many service organizations for ISO
9000 registration.
Fred is a Lead Auditor for an RAB (U.S.) and RVA (Holland)
accredited Registrar, and is also approved as one of their trainers for qualifying new
auditors.
Mauro - An IRCA
Registered Auditor and AIAG accredited QS-9000 Auditor. Mauro has been auditing to ISO
9000 since 1996, and has a Bachelors degree as Metallurgical Engineer.
He provides quality and management training and consulting,
and performs ISO 9000 registration audits for NSF - International Strategic Registrations
and TUV-Brazil. He is fluent in English and Portuguese. Mauro's background includes Small
Company Administration, SPC, Accounting, Human Resources, Quality Function Deployment,
Materials Management, Reengineering, and Benchmarking.
Mauro has experience in the Machinery and Equipment,
Foundry, Metal Precision Stamping, Automotive Parts, and Consulting industries. He has
held positions as General Manager, QA Engineer, QA Manager, Training Manager.
Jack - Has extensive
ISO 9000 consulting and training experience since 1988 (and auditing for various
Registrars). He was a Member of Technical Staff within AT&T Global Quality Systems'
ISO 9000 Consulting and Training Organization. There Smith was responsible for developing
and providing quality training and consulting services for clients in industries ranging
from thin-film electronic devices and telecommunications equipment to metal fabricators
and paper mills. His services covered all aspects from design through manufacturing,
installation and service activities in the U.S. and abroad. He was also responsible for
the development and presentation of courses on ISO 9000 implementation and audit
practices.
During his last year with AT&T, Smith developed and
taught ISO 14001 introductory classes. In his earlier life, he was an instructor at IUPUI
School of Technology for seven years, where he taught courses on manufacturing management
and quality. Smith is a member of ASQ, an IRCA Certificated Lead Auditor and a Registered
PE in the State of Indiana.
He has a vast range of industries and depth of experience.
Formerly, senior developer of AT&T's ISO 9000 Consulting Services Division for
commercial clients, and Senior Consultant. Smith has performed ISO 9000 audits for: A FAR
145 Repair Station for Military and National Guard (The Repair Station was a subcontractor
to Bombardier), Space Station components subcontractor, and many, many others.
He was an Aerospace Repair Officer during Military Service.
Formerly Plant QA Manager for AT&T/Western Electric/Lucent Technologies, implementing
ISO 9000 and achieving registration.
Wayna - Over 20 years
experience in Medical Device Manufacturing, and implemented ISO 9001 and FDA's Quality
System Requirements at two companies. She has performed numerous second-party and
third-party audits to ISO 9000 and 21CFR820 (FDA's QSR). Wayna provided pre-assessment
auditing and corrective action feedback leading to the successful ISO 9000 registration
(without any nonconformities) for a medical device repair/refurbish company.
Wayna has a Bachelor's degree in Management, and has served
as Human Resources Manager, Quality Manager, Labeling & Document Control Manager, and
Production Supervisor. Her duties included organizational planning and development,
production, quality systems, regulatory compliance, human resources, document and change
control, and manufacturing information systems (MIS). She also has four years of
production, test, and expediting experience.
Wayna has passed two registered Lead Auditor Courses: the
Victoria Group's course in 1994, and BSi's Lead Assessor for Medical Device Industry in
1997. She is an ASQ certified Quality Auditor, and holds membership in American Society
for Quality (ASQ), Regulatory Affairs Professional Society (RAPS), Society for Human
Resource Management (SHRM), and Oklahoma City Resource Management (OCHRS).
